　　Environmental pollution is not optimistic. Recently, the Provincial Party Committee and the Provincial Government held a mobilization meeting for the battle against air pollution in Henan Province. They made strong statements and set goals: this year, the number of good air quality days must exceed 190 days, and next year it must exceed 200 days. Zhengzhou must exit the "bottom five" in the ranking of 74 cities by the end of the year. The so-called strictest "1+6+7" system has officially been introduced. 　　On July 13, Dahe Daily, a subsidiary of Henan Daily Newspaper Group, exclusively published the air pollution prevention and control responsibility letter submitted by the Provincial Environmental Protection Department, Transportation Department, and Housing and Urban-Rural Development Department to the Provincial Government.

　　A total of seven provincial departments submitted the responsibility letter to the Provincial Government, signed by the heads of the relevant provincial departments (the Public Security Department was signed by Deputy Director Wu Zhonghua).

　　The responsibility letter is in duplicate, with one copy retained by the Provincial Government and the other by the submitting unit.

　　The responsibility letter commits to completing their respective responsibility targets by December 30 and reporting the completion status of the targets to the Provincial Government, with a copy sent to the Provincial Air Pollution Prevention and Control Joint Conference Office. The assessment will be implemented according to the "Henan Province Air Pollution Prevention and Control Assessment Measures." 　　According to the responsibility letter submitted by the Public Security Department:

　　By July 10 of this year, public security departments at all levels in the province will organize and guide their systems to complete the cleanup and rectification of material transport vehicles such as muck trucks, clearing unlicensed and unqualified transport vehicles, and investigating muck trucks and other material transport vehicles without sealing measures, strictly prohibiting illegal transportation by "black cars."

　　By the end of October, guide all regions to eliminate 209,408 yellow-label vehicles and 193,533 old vehicles.

　　Starting from June of this year, monthly statistics on the progress of the elimination of yellow-label vehicles and old vehicles in the province will be compiled and reported in writing to the Provincial Government by the 2nd of the following month, with a copy sent to the Provincial Air Pollution Prevention and Control Joint Conference Office.

　　The public security department should be responsible for guiding and supervising the implementation of restricted areas for yellow-label vehicles and high-pollution vehicles, emergency measures for restricting motor vehicles during heavy pollution weather, and the prohibition of fireworks in urban areas. Ensure that vehicles that have not passed environmental protection inspections are not issued technical inspection qualification marks. Introduce a special law enforcement rectification plan for vehicles emitting black smoke and organize a survey of construction machinery.

　　The public security department should cooperate with agricultural and other departments to carry out environmental law enforcement activities, cracking down on illegal acts such as deliberately burning straw to pollute the air.

　　【Commerce Department】

　　All construction sites in urban built-up areas are prohibited from on-site mixing operations.

　　The responsibility target of the Commerce Department this year is to organize special inspection activities for on-site mixing of concrete and mortar at construction sites across the province.

　　The provincial commerce system will strengthen the supervision and inspection of oil product quality, severely crack down on illegal channels for refined oil, and take the lead in shutting down illegal gas stations.

　　By July 10 of this year, the Water Resources Department will supervise and guide its system to verify the 602 water conservancy construction sites attached to the plan, ordering all construction sites that do not meet the "six 100%" standards to suspend work for rectification.

　　The Water Resources Department needs to formulate a dust control plan for heavy pollution weather in its system.

　　By the end of July, organize and guide the industry to formulate a list of construction sites to be suspended; by the end of September, urge local water resources departments to complete the revision of emergency implementation plans for heavy pollution weather.

　　During the emergency response period for heavy pollution weather, the Water Resources Department should organize supervision and inspection of the implementation of dust pollution control measures at water conservancy construction sites.

　　【Agriculture Department】

　　Achieve the province's "zero fire point" goal for autumn harvest.

　　The comprehensive utilization rate of straw reaches 85%.

　　According to the straw burning prohibition and comprehensive utilization battle plan in our province's "1+6+7" air pollution prevention and control system, our province will implement a year-round ban on straw burning, prohibiting all types of open-air burning.

　　The straw burning prohibition and comprehensive utilization involve over 80 million mu of planting area in 157 counties (cities, districts) across the province, aiming to basically eliminate the impact of straw burning on air quality.

　　The key burning prohibition phases are during summer harvest, summer planting (May 20 to June 30) and autumn harvest, autumn planting (September 5 to November 5). Achieve full coverage of straw burning prohibition and solid results in straw comprehensive utilization.

　　The responsibility letter submitted by the Agriculture Department clearly states that this year, the comprehensive utilization rate of straw resources in the province will reach over 85%, with areas with good foundations reaching over 90%, striving to achieve the province's "zero fire point" goal and basically eliminate straw burning. At the same time, according to the emergency plan for heavy pollution weather, urge all regions to formulate implementation plans for straw burning prohibition during the autumn harvest and supervise their implementation.

　　By the end of this year, all construction projects involving air pollution that violate environmental protection regulations will be cleaned up and rectified.

　　According to the air pollution prevention and control battle responsibility letter submitted by the Environmental Protection Department:

　　By the end of October this year, complete the sorting, classification, and comprehensive rectification of 6,463 key air-polluting enterprises and 2,714 small, scattered, and polluting enterprises in the province.

　　By the end of December, complete the cleanup and rectification of all construction projects involving air environmental violations.

　　By the end of October, urge the completion of the dismantling or clean energy transformation of 1,924 coal-fired boilers with a capacity of 10 tons/hour or less, and complete the upgrade and governance of 2,801 coal-fired boilers in non-electric industries. At the same time, complete VOCs governance for 15 petroleum refining, 159 petrochemical, 245 surface coating, and 157 packaging printing enterprises.

　　According to the target responsibility letter submitted by the Ministry of Housing and Urban-Rural Development, road dust will be measured in grams.

　　The dust on urban main roads must not exceed 10 grams/square meter, and the dust on secondary roads and urban-rural junction roads must not exceed 15 grams/square meter.

　　From August 30, all dust control at municipal solid waste and construction waste storage sites must meet the standards specified in the "Implementation Plan for the Battle Against Dust Pollution in Henan Province". For non-compliant open-air storage site owners, legal penalties will be imposed.

　　Strengthen the management of material transport vehicles such as muck trucks. From July 10, all transport units without operational qualifications, all vehicles with incomplete operational transport procedures, failing to meet sealed transport standards, or not equipped with real-time online positioning systems are prohibited from engaging in urban transport of muck and other materials.

　　Starting next year, all non-road construction machinery that has not been inspected and qualified will be prohibited from construction operations, and construction units are not allowed to use non-compliant non-road mobile machinery.

　　The usage rate of clean energy in public transport will reach 70%.

　　According to the target responsibility letter submitted by the Ministry of Transportation:

　　By the end of October, for oil tankers that have not installed oil and gas recovery devices or do not meet governance standards, business suspension and rectification will be legally implemented. Those refusing to suspend business for rectification will be investigated and dealt with according to the law, up to the revocation of their road transport license. The Ministry of Transportation will formulate a dust control plan for road construction during heavy pollution weather in Henan Province.

　　By the end of July, urge all regions to complete the list of road construction suspensions and urban external road dust control areas.

　　This year, promote intelligent traffic management and implement the oil-to-gas conversion project for operational vehicles and urban-rural public transport vehicles.

　　This year, the clean energy usage rates for new public transport, taxis, and logistics operational vehicles will reach 70%, 80%, and over 60% respectively, and the energy consumption per unit turnover will decrease by more than 6.5% compared to 2010.
